I’m resisting the urge to vent anger and sorrow over Trump’s second win. Instead, it’s more productive to consider how Europe can safeguard its environment, citizens, and economy in a world where the Trump administration may act in ways that could undermine these efforts.
The EU’s first bold response should be to lead by example and transfer €200 billion of frozen Russian central bank assets to Ukraine as a form of preemptive reparations. Both the European Parliamentary Research Service and external experts have proposed methods to do this within international law. Yet this measure alone won’t eliminate the EU’s need to borrow more to strengthen common defense and green infrastructure, even if it means adding to its debt.
