The EU’s first bold response should be to lead by example and transfer €200 billion of frozen Russian central bank assets to Ukraine as a form of preemptive reparations. Both the European Parliamentary Research Service and external experts have proposed methods to do this within international law. Yet this measure alone won’t eliminate the EU’s need to borrow more to strengthen common defense and green infrastructure, even if it means adding to its debt.
